or not speaker boehner can deliver votes. the thing that a lot of people worry about in private is him and obama will cut a deal in late december negotiations. but boehner has been making tough calls. when it comes down to it he's going to agree to something with the president and it is not going to be able to pass his own conference. do you have any sense of what you think he's able to do and not do at this point? >> we come back again to the entitlement question. it's going to be easier for the caucus to swallow some tax rate increase if they have something to show for it. and the irony here, on a whole variety of issue, the democrats should be in favor of certain kinds of entitlement reforms. it's not actually that big of a give. on social security, as an example, democrats have won for the time being on privatization being completely off the table. there's a strong argument for trying to lock that in now as oppose eed to waiting and having that potentially come back. in addition, one of the big concerns here is doing too much fiscal austerity too soon. the more you did in the form of social

saying and others who have looked at this problem, we've done enough cutting in discretionary spending. that shouldn't be part of the current discussion, and, in fact, it isn't. the things that people are talking about now, specifically very important people like president obama and speaker boehner, is the tax code and these programs that we sometimes call entitlements, medicare, medicaid and social security. those are the things that are on the table at the moment, not defense. unless the bargain fails, unless the two sides cannot get together and then the thing that will happen, and it will happen quickly, are drastic cuts in defense and domestic spending and an automatic increase in taxes. that is what must be avoided. just because the economy couldn't take it at this stage. we've had relatively slow growth in the economy, and though it seems to be picking up and the last jobs report was quite favorable, having a crash austerity program right now, that's what the fiscal cliff is, would be a big mistake. so the two sides have to get together on this grand bargain. >> well, we certain

in the obama care we put into reform. i mean, the republicans just finished telling us that it was terrible that we cut $716 billion out of medicare, and that was terrible. now they want to add a lot more cuts. i think that the cuts we made in medicare were enough. they should not impact beneficiaries. and we shouldn't do anything that will at this point. those cuts may very well over a long period of time put medicare on a sustainable basis. we shouldn't do anything further to medicare until whether we see that works out. >> but you acknowledge a deal is not likely to get done without some reforms to entitlements. >> i do not acknowledge that and if a deal doesn't get done, it doesn't get done. >> you're prepared to go over the cliff as well? >> absolutely. >> it sounds -- >> it's not a cliff, by the way. and understand this. people keep talking about the republicans deliberately created this emergency. in order to blackmail the country. and the emergency here, the cliff so-called, is not a deficit. the emergency is that we're going to reduce the deficit too fast, too far by reducing spend
